One of the pools I swim at allows little kids with swim diapers. Do swim diapers or swim pants prevent fecal matter from entering the water?
According to the the Centers for Disease Control website the answer is "even though they may hold in some feces, they are not leak proof and can still contaminate the pool water." For more go to

One of the most effective signs you can post at a facility with parents and children is "There is no substitute for adult supervision."

Adults must be within arms reach of
children at all times.
children 3-5 in the water must be supervised by an adult in the water, and be supervised on deck
and in locker room areas at all times

no water wings (they can slip up to the child's wrist and hold them underwater and they cause
overconfidence on the part of the child and the parent)
Floaties- all flotation devices worn by children must be of solid
material, not inflated, and shall be Coast Guard approved, and must fit
properly and be properly worn.
Children wearing floation devices must be
accompanied at all times in the water by an adult
children 6-8 in the water must be supervised by an adult on the edge of the deck or in the water
Nonswimmers and children under a set age (or shorter than a set height) must be supervised by
an adult.
"x" number of kids per adult
Minimum age to enter the pool is six months.
Children under 13 are not allowed in the locker rooms or in the building
without a parent or guardian.
Children under 13 years of age must be accompanied by an adult.
Children 8 years and younger must be accompanied by an adult 15 or older.
Children 5 years
and younger must be accompanied IN THE WATER by an
adult 15 or older.
Parent or guardian must be in the Baby Pool with child at all times. You
are responsible for their conduct and safety.
No children allowed in wading pool without a responsible person.
No children allowed in wading pool without a parent or guardian.
The wading pool is reserved for children seven years and younger.
However, children eight and over who are assisting in the care of younger
children may use the wading pool, provided they are in the company of a
responsible adult.
Infants and toddlers who are still in diapers MUST
wear either a "swim diaper" or plastic pants with elastic around the waist
and legs'
Diapers are not permitted in the pool. Please use approved swim
diapers.
Children who cannot swim must be accompanied by an adult in the water at all times.
Children under 7 years of age, regardless of their swimming ability, must
be attended by an adult at all times in the water and on the deck.
Children
7 years or older who are under 48" tall must, when in the water, also be
accompanied by an adult.
All children, regardless of age who wear personal
floatation devices, must also be accompanied by an adult.
Maximum 2 children under 7 and/or under 48" per
adult.
An adult is at least 18 years old.
Youngsters must pass a swim test in shallow water before swimming in deeper
pool areas. This test consists of swimming crawl stroke for 50 yards
without stopping. A lifeguard on duty must give the test and acknowledge
passing.
Because of deck limitations, we do not allow playpens in the pool area.
Chairs as well as strollers with locking wheels are allowed, but must be
placed near the fence.
Young children must be within arm's reach of parent or guardian at all times.
Parents are responsible for the actions of their young children.
A child may not ride on a parent's back or shoulders nor may a child be tossed into the air.
The baby wading pool is designed to be used by children under the direct
supervision at all times of a parent or guardian. All general safety rules
that apply to the main pool must be adhered to in the wading pool.
No bicycles, tricycles or wheeled toys in the pool area.
Baby carriages are not permitted on the pool deck.
Strollers should not be used as toys by children.
